You could build a power diffuser. This will give you near 100% CO2 diffusion. All you need is a small water pump, gravel cleaner vacuum, and a luffa. What you can do is take the gravel vacuum cleaner and drill the check valve out of it. Then drill a hole on top of the gravel vacuum intake, make sure the hole is a bit smaller than the outside diameter of the CO2 tubing. Cut the tubing at a sharp angle and pull it through the small hole with a pair of needle nose pliers. Cut the tube that came with the gravel clean to length and slide it over the output of the pump. You can get luffas (spelled right? The bathtub scrubby things) at wal-mart for 99 cents. Take the tie off the luffa and use enough material that will fit tightly in the vacuum intake. Use the tie to hold the material together.
What this does is trap the CO2 bubbles in the intake while the pump pushes water into the chamber and constantly mixes and breaks up the bubbles. This will pay for it's self in long run because you'll get way more CO2 dissolved.
