My 3 Firebellies

I have a question to all of you, can I have a Whisper 10 Internal filter in the 3 inches of water I usualy have? I've heard on the net that it needs 6 inches of water. I have a vision to create a water fall system as well as filter my water in the following weeks.
 
I got a new Whisper 10i filter that lets me filter the tank while giving me a waterfall for the Firebellies. But I decided it looked ugly so I bought some sort of rock that breaks off into thin sheets and covered the filter with that. And also I put moss all over it to give it a natural look. I had to scoot the whole tank over to the right by about a foot because the cord wasn't long enough. I also got a new background and put in some live plants on the land side.

I HAVE A QUESTION TO ASK YOU.
Now that I have your attention through the large text, I have a question to ask you.
How many more Fire bellied toads can I have in my 20G? (I want to put in 1 or 2 more) And how can I make them breed? (I will throw away all the eggs except for two) Thank you for your time.:)

I think u can add 2 more..i believe 5 is the limit with a 20 long..I only have 4 and change the water every 3 days
