Too much water movement is my guess I had the same problem. The verdict was too much water movement / surface movement. Well, that is until I murdered all my riccia recently..

Either that, too much surface agitation and the CO2 is escaping or not dosing enough CO2, also the tank is probably deeper so light won't get to the plants as easy, unless you have a lot of light in order for riccia to pearl

I have christmas, taiwan, flame, and willow moss in it. Theres no surface agitation and my light comes out to 3.2 wpg total. There is however lots of water movement.
