He is not swimming very much and when i firsat gor him he was pretty energetic. he kinda just sits at the bottom of the tank and doesnt move much. the other one i have in the tank is really energetic. I dont know what kind he is but he is about 1 inch long and wont grow anymore than that. what could be the problem
 
What type of algae eater is it? What are you water parameters?

How long has the tank been up?
You have high ammonia and nitrites and no nitrates, so I have to assume you are cycling this tank.

I suggest you start doing water changes and get those nitrites and ammonia down to 0 or you will lose that fish and probably everything else in your tank.

Im not sure what type of algea eater he is but he only grows to about 1-1.5 inches

That doesn't really help us all too much and we can't really help if we don't know what kind of pleco it is.

Try http://www.planetcatfish.com and see if you can find out which type of pleco he is.

Make sure to not over-feed him because he is lethargic. I'd say that's more related to the high ammonia levels. As Roan said, stay on top of that.

What else is in the tank, and how many gallons do you have?

fyi, ottos are vegetarians. They might nibble on sinking algae wafers, but for only one otto, I'd feed him about 1/10 of a wafer per day.
