The constitution gives people the freedom of speech. If any scientists outside the government wanted to come out and prove Nibiru's existence, the government is powerless to stop them. The government can only cover up things that happen within the government internally. Like I mentioned before, any scientist that could actually prove this to be true, would never keep it quiet, because they would become super rich and famous from their discovery.
