I agree with all of the above. In a small tank, your water quality can go haywire quickly, meaning that you have to clean it more frequently. A 10 gallon will be much more stable, thus much lower maintenance.
I say, get the 10g set-up, then--if you're attached to these two fish--get them some little friends from their own species. Maybe, 2 or 3 more of each? And that would give you two schools of 3-4 fish per school. It's not ideal.... but it would probably work (experts weigh in?) especially if you have plants and decorations and lots of hiding places, so the fish aren't crowding each other.
Of course, for these small but fast-moving fish, a totally ideal set-up would be a nice 20 gallon--even more stable than a 10!

Make sure it's a 20g long and not tall. The 20g long is over double the length of the 10 (it's 30 inches, I think). Then, you could have two schools of 6 tetras and 6 glolights, the fish would have much more swimming space, your water quality would be pristine, and everyone would be happy.
