Could be this.

Dropsy:
This is one of the most disturbing of fish diseases, and is rarely cureable. Dropsy is an internal bacterial infection. The fish's scales will stand out, making it have a pine comb look. What causes the scales to protrude is the body will fill with fluids, swelling the fish causing the pine cone effect, and can be severe enough to sometimes cause the eyes to bulge. The fish will get very lethargic. Move the infected fish to a quarantine tank. Use Kanamycin or Tetracycline and raise the temperature to about 80 degrees. You can also try using Epsom salts to treat the disease. Use one tablespoon for each 10 gallons of water. This will help eliminate the fluid from the body.

thank you for the quick responses it looks to me as it might be the end of the road for my guppy :`( i will try to cure him but it doesnt look good will keep posting about his treatment and if he lives or not.

i think the rest of my guppies have it to now cause one has gone fat but not as fat and the other has started to pinecone. also now one of my neon tetras is looking fat and kinda pine coned but hard to tell. i rang the lfs (hes quite good!) they said just get treatment for the whole tank. also he said that the bristlenose wont be affected by the dropsy. is this true? im so scared im going to loose the lot or end up with a tank of deformed and ugly fish.
