definitely not enough light for ferts or co2. You want to be at least in the 2.5 WPG (watts per gallon) for co2. right now you are at about 0.6 WPG. What plants are you planning on keeping, and how heavily will the tank be planted?
 
Yes, watts-per-gallon is just watt/gallons.

However, as you'll learn quickly(I don't have time to get into it now), this rule is more of a guideline.

But, for sure, you do not have enough light if you are going to add co2 and ferts. Drop the co2, drop the ferts, pick out some nice low light plants and have fun.
