Mysterious Black Neon Death...

On saturday, i noticed one of the little fellows was swimming really near the surface, like 5mm. The next day, his tiny corpse was floating belly up by the filter inlet. I did a 25% water change that afternoon just to be on the safe side, but all of the other fish seem completely fine. (I don't think they even miss him!).

Should i be worried, medicating, changing water more often, or concentrating my efforts on inventing a time machine so i can go back to christmas and teach myself how to cycle fishlessly?

Probably the time machine. If you cycled with that particular fish, chances are he was stressed and fell victim to any number of things. Not the least of which could be neon tetra disease. Be sure to keep an eye on the rest of the tank, and best of luck.
 
Of all the fish I've kept, tetras are the ones that die the easiest and most mysteriously. They're fine one day, and then they're dead.

Yeah, I still say they're the best indicator fish around. Of course the fact that they have to die to indicate there is only something slightly irregular is the drawback. :D
