Need help with Via Aqua Ar-380 lights/filtration

HI,
A couple years ago we had a yard sale, and after the yard sale there was a Via Aqua Ar-380 sitting next to the dumpster, so I picked it up. after finally getting back into aquatics, I'm starting it up again. It came with the tank, power head, filter holder and tubing, and the light ballast. I have been trying to find the florescent bulbs for it because they are a lot wider than a regular 12". I found the website and they have the lights, but I also read that the light isn't good at all, burns out a lot. So i was thinking instead of buying the bulbs strictly from that site, I was going to retrofit a new light or something, perhaps with CF instead of the normal florescent.
As for the filter the theory behind the filter is ok, but the pads that are on the website are like $5 just for one pad. Think I could just buy a different type of pad and cut it to size? Im currently using a Biowheel 100 and am going to switch it out for my Rena smartfilter (if it fits).
This tank is going to be a planted 2-3 dwarf puffer tank.

i emailed the website and they said "AR380 aquarium uses either 12" 10 watts T8 fluorescent bulb or 13" 10 watts T8 fluorescent bulb."
 
yup planted tank.
and it does look like im going to retrofit because i dont think they make a 12" t8 other than the manufacturers site.
 
then may i make a suggestion spring for HO T5 instead the PC thay stay much cooler and with retro fits i think that is vary important. write now most of my my planted tank has T5's over it and i like it much better then the PC i had before.

also the turtles in you avatar is vary cute
 
thanks, He was a terrapin which I rescued and then released back into the wild.
