Need Info please...

In Phoenix, I have seen total 40-55 gallon systems for $500, tank-stand-MH-sump and skimmer. They aren't there all the time, but you can really score a good deal if you look.

Here is an example for a 75 gallon, no MH for $400. http://phoenix.craigslist.org/for/406543627.html sure you can find the same in your area.
 
i'm not looking for a complete setup, I am just trying to figure out what I need.

Ah, up above you were mentioning that the parts for a bulb can't be more than $5 so I wasn't sure. If you've checked the cost of good MH bulbs I'm sure you've noticed they can easily run $100 each.

But I can get a reflector 250w ballast and mogul style socket for 63.79 and make it my self. Also is an Aqua C Urchin a good skimmer for my purposes.
Yes, it has a good reputation as a middle of the road skimmer. Not fantastic reviews but good reviews. It should be fine for a tank around 55g

And then use two 18" fixtures that I already have, then I would make a 15g sump, and run the skimmer in it, along with a fuge area and a Emperor 400 for mech filtration

On the list I sent you earlier which things did you decide you'd need? I really suggest looking into some of the complete set-ups for sale off your local reef club and Craigslist...you'll get systems for a fraction of their price, especially this time of year.

Aqua C urchin skimmer

40g Breeder tank with an overflow, hang on or drilled(prefer the drilled)

and a 10 or 15g sump with a skimmer-to out flow-with a fuge kinda like this.

That should be OK but you might want to look at 2 #3s instead.

What about things like Ro/Di, refractometer, test kits, heater, salt mixing containers, etc?
 
I'm getting a RO\DI for my dad's discus tank, Heaters I have, was going to use a 35g trash can for a saltwater container, And was hoping my parents would get the rest of the misc stuff I would need. Also the location gets no direct sunlight, and has a 4 plug output right here the tank will go. Aslo what are the advantages of 2 number 3s instead of 3 number 2s.
