The zoas may just be glued onto that frag plug with some super glue. If that is the case, you may (can't promise anything) be able to pop the glue and all off the frag plug. If so, you can then reglue them elsewhere, but remember that super glue doesn't stick to already cured / dried super glue very well. It's pretty common for people to leave them on a frag plug like that and just wait for them to grow / multiply / spread onto the neighboring live rock. Under the right conditions, most varieties of zoas will spread pretty quickly. Unless you absolutely despise seeing the frag plug, I'd just wait for them to grow over the entire plug and spread onto your live rock.
