Neon Tetra's right Gill opening is too BIG and RED!

My dad woke me up this morning to tell me he unplugged the filter because it had stopped working. I was still half asleep so I thought he meant the new air pump I had just bought. When I really woke up an hour later, I saw that he meant the filter. I found 1 Tetra gasping for air and ready to give up on life :( The three others seemed fine and were at the bottom, and the last tetra went up to get air, but came back down to his buddies like normal.

I did a large Water Change and clean the filter. The Intake was clogged and its working now, but my poor tetra looks bad. It's still at the surface, very slow. The left side looks normal, but the area around his gill on the right side is too big, like he's missing a chunk and is red.

Please adivse! I've only had em for 4 days, so its possible he was just sick. But getting sick on the same night/morning the filter completely stopped working seems too much like a coincidence.

Sorry I have no advise. I would personally make sure that they were getting some extra air, run the air pump with the filter and keep the lights off until someone can help.
 
Light's are off in the room, but it is morning so there is some light shining in.

My air pump is rated for a 20 gallon and the control valve that come with it cracked :( I don't want them getting tossed around from the power.

The other fish are swimming happily like nothing happened, its just the one Neon that is in bad shape. :(
 
There's good and bad news.

Good News: The neon has stopped gasping for air and is a little more active. Not 100%, but at least he has control over where he goes and even the gap looks smaller now.

Bad News: I'm going to be out of the house all day. Hopefully when I come back he's still alive.

Just came home and he is behaving like normal! Still a gap near his gills, but does not appear to be stressed at all.

Ammonia: 0
Nitrite: 0
Nitrate: 40

Nitrate is a little high even after 1 water change today. Will do another tomorrow.
 
He didn't survive the night :(
