For a simple setup, I recommend the following:

HOB filter (Aquaclear, Penguin, etc)
Hood that holds 15-30watts of light, the incandescent screw-in light hoods will do.
small grained gravel
Seachem's line of liquid fertilizers (Flourish, Flourish Excel, Potassium, Nitrogen, Phosphorus)
Optional: DIY CO2 system or something like a Nutrafin CO2 system.

Easy to maintain plant choices are:
Java moss& fern
hornwort
anacharis
cryptocoryne wendtii
anubias nana
water sprite
water wisteria

Regarding the lights, if you get the incandescent screw-in hood, replace the incandescent lights with the spiral or bent screw-in flourescent bulbs that are labeled "full spectrum" or "daylight", it'll look much whiter than most incandescents and are more energy efficient. Ignore the advertisement that the screw in bulbs are equal to X amounts of regular bulbs, you'll want to go by the actual wattage.

If you're getting a regular fluorescent tube hood, you don't need to get the specialty aquarium bulbs unless you like their color. Any fluorescent tube from your local hardware store will do, though you'll probably want to again look for full spectrum daylight types.

The liquid ferts may not be necessary but good to have on hand. Weekly water changes should be all that you need to maintaina low light tank with the suggested plants.

I use them on my 10G regularily. They last something like 3 months for the smaller bottles (The recommended daily dosing is like 1/3-1/5th a capful for a 10G) and they are nice to have on hand. I can't grow Java Ferns in my water without ferts (stems rot away on me without ferts) but you may or may not need it.

I would think twice about keeping two rams in a 10g, especially if they are not a mating pair. I'm not saying it's not possible, but just something to think about.
