That's true..that's why i went with an undergravel filter - and the air flow in the uplift tubes is low...a lot of people don't realize that under gravel filters don't need a lot of air flow to work properly - mine is set low and the tank is crystal clear.

my betta is in a planted 2G with UG - plants healthy and growing, betta healthy and happy and all I do is use a small gravel vac twice a week to clean up - not any more work than cleaning an unfiltered system.
 
So...an AquaClear filter wouldn't do the trick? I've used mine for years. I just make sure the water level is high enough so that it does not create too much water current/irritation/etc.
 
My Betta has been in his filtered 5 gallon tank (35GPH) for a few months now. There are many parts of the tank where there is very little current and the fish seems quite happy. He has a plant to break up the current a bit and a cave to take shelter in, which he does occasionally. (Or every night, for all I know. He's on my desk at work.)
 
Sponge filter works fine for betta tanks. I wouldn't use the ugf...especially if you're planning on a planted tank. I have a divided 5 gallon with a mini whisper for filtering. It has an adjustment on the back for flow control...just set it on low. You could also put a dense type of plant under the filter outlet to break up the current a bit.

I also have a 25watt heater placed on the side opposite the filter. This is a planted tank and there is an oto on each side with each betta.
 
i have a 5.5 betta dueplex for the divider i just took a peice of hard plastic and drilled holes in it for better water ciculation and i also cut a chunk out of the back of the divider at about mid highth and put a 25 watt heater in sideways. i didnt really do any thing t really secure it in place i just cut little notches on the lip at the top of the tank and let the gravel hold it in place.
theres also a small gap between the divider and the tank walls for ottos to slip through. as for filtration i use two red sea nano sponge filters one on each side in the corners. my tank is also planted and have moneywart for the back ground plant and i have a aqutic bannana plant a couple of java frens and som bronze wenditi (not sure if thats spelled right) and for lighting to keep the plants nice and healthy i have a icandesent light strip for a ten gal with two compact floresent bulbs in it (this combo allows more watts per gallon). and i also have a ADF in there and he has a lillte cave to hide in the i made by glueing peices of slate rock to gether.
