what I would do about plants is the following:
start off with the mindset that maybe in the future you can upgrade to high light: maybe a nice plant friendly substrate light soilmaster select (cheap) or flourite or eco complete and make it 2.5 inches upfront upgraded towards 4 inches high in the back
get a 2X55 watt retro kit from ahsupply and buy the bulbs from hellolights.com
that will give you exactly 2 wpg which is the threshold for low-medium light with no CO2 injection.
get some cheap java fern, amazon swordplant, anarchis, java moss, and crypts. some grasses look great too
Start off with Flourish regular every other day and Flourish excel- see how that works
if you want better growth, look into DIY CO2 (easy)
if you want to get high tech and know the exact amount of CO2 going in the tank then get a CO2 tank setup
