That tank looks really really cool. I love how the design allows for unimpeded top down viewing. Properly stocked, there shouldn't be too many issues with it I don't think, and aside from goldfish, that list looks pretty appropriate.
I think it's a nice looking design, too expensive for me, a few shrimp and a couple of endlers with some nice plants would be pretty.
That's one expensive 23l tank.. and halogen lighting? How often do you hear about that for aquarium?
Have to say I disagree with most of that list too - WCMM and Goldfish don't belong in there, nor do most Barbs and Danios. Stock it properly though, and it could be a nice-looking waste of money.
