refract will measure salinity and specific grav more accurate then the plastic hydro's. Skimmer isn't needed for FOWLR, you'll need one if you decide you want to do corals and stuff though.
 
Oh ok thanks, so I'm just trying to put it all together in my head, I'll need:

Powerhead
Filter
Tank
Hood(light)
Refractometer
Salt(Is there a brand or is it a mix or something?)
Live rock/sand
 
Instant Ocean is usually the cheapest brand, around $15 for enough to make 50 gallons, keep in mind since your cycling you'll want to have plenty on hand for water changes, so you might want to go ahead and just buy a bucket of salt. Also you'll want a saltwater test kit.
 
the test kit tests, ph, trites, trates, ammonia which you'll need to keep track of while cycling the tank.
 
As was mentioned before read the stickies in the salt forums. They will answer many of your immediate questions about equipment needed and how to use it as well as cycling.
