New sponge filter?

My new sponge filter won't stay down and is kinda noisy.

I ordered a new sponge filter for the betta tank I am planning. It is a "contoured goldfish dirt magnet for all fresh and saltwater tanks" So I set it up with a pump according to the directions (seemed so obvious that I don't think I made any mistakes there) I am testing it in my 10 gallon guppy tank. Tank already has its own bio-wheel etc. I'm justing using it to check out the product and possibly seed the new tank from it.

I put it in and squeezed it etc, has been running about 45 minutes now, and it is still trying to float. Its being kept down to sort of floating by the airline being suction-cupped to the glass.

Any suggestions?

maybe put a couple rocks on top of it or around the base?

I tried the rock thing, but it just tilted and they fell off.
