When your tank is fully cycled you "should" be able to add a "tank's worth" of fish all at once. To be extra safe I'd add all the rasboras first, if that's what you decide on. They're pretty hardy, kuhlis would like a more aged tank. That way you lessen the chance of introducing disease or parasites.
