My husband bought me a 30 gallon tank today. We are both hoping we can make this a brackish water tank. I've been doing my reading on BW tanks since I started my freshwater tank. I really love the look of Green Spotted Puffers. What other fish are brackish water fish? My LFS seems to not know much, much of the time. So I would like to walk in with a little knowledge. Any general advice, actually, any advice at all would be greatly appreciated.

There are many true brackish water fish out there (I know I will miss some by the end of this) that include Monos, Scats, Black Fin Sharks, Mollies, Datnoides (Siamese Tiger Fish), Green Spot Puffers, Figure 8 Puffers, Bumblebee Gobies, Knight Gobies, Mudskippers, Anablep Anablep, Chromides, some Rainbows, Guppies, etc. Obviously the list goes on and on. If I were you I would pass on the Monos, Scats, BFS, Datnoide, Anablep Anablep. They will all get a little bit too big for your tank plus Monos and Scats need saltwater as adults. If you wanted to do a puffer tank you would only have that 1 GSP and MAYBE a Knight Goby. Now that you have a list tells us a little bit more about what fish interest you and what you REALLY REALLY want to do. The best thing to do is pick a centerpiece fish and work around them. As for fish, my husband has grown very fond the of green spotted puffers at the LFS. I was hoping to make this fish tank more appealing to him. (I have a 10 gallon that is mine).

What kind of substrate is best for a BW tank?

The best is Aragonite made by Carib-Sea. I use this is all my brackish and saltwater tanks. Thanks Puffer, I was looking for that site but couldn't find it to give as a reference too! Hope this helps and keep the questions coming.
