Fin length doesn't make a difference in the gender unless you 100% know which variation you have. Plakats males have smaller, rounder fins similar to females of the long0finned varieties.

Females have an ovipostor, which is a tiny white dot located on the body between the ventral/pelvic fins.

It looks like a plakat to me, although I'm no expert. I'm sure he/she is very happy in your tank..it looks very nice! :)
 
That is definatly a male Plakat. All male bettas in the wild have short fins and look like your boy there (aside from the coloring). The pelvic/ventral fins are rarely that long on a female, also I have noticed from the bettas I have kept that the gill covers on the male bettas are much larger than the females (for obvious reasons).

So yes, I am going to that that is definatly a beautiful male betta! Where did you get him from?

It has no ovipostor, so I too believe it to be a male.

He was labeled as a "Round Tailed Betta" and I paid $4.80 for him. He was the only one they had.
