A 100w heater sounds fine to me (depending on the ambient temperature).
The 30 I believe has a flowrate around 145g/hr, this means it would turn the water over 5 times an hour. This is considered the minimum turn over rate for an aquarium (with around 9 being ideal). If the tank is going to be a community tank I would put another filter on the tank (maybe another aquaclear 30). It all depends on the amount of fish as to how much filtration you'll need.
Well, a turnover of 5 is probably enough, but invariably pumps and filters don't pump as much as they say
If there is enough good media then 3 to 5 times an hour is probably okay, but that's real flow. Often the real flow is half of the rated flow, and I go by the real (measured) turnover.
Of course it all depends on the type of fish as well and bioload, biomedia, etc...
I was just thinking the other day when talking to a non-fishy person that we shouldn't call these things filters at all. People who don't really know much about aquaria only think about filtering (making the tank look clean) and not about the full function of a filter. We need to call them water treatment systems or something
