What can I do to recduce my nitrates when it comes out of the tap at 40ppm. According to the test kit I use this is at the edge of the safe zone, and everyone says it should be even lower for plants.

I would not keep fish in, or drink myself, 40ppm nitrate water.
EPA allows up to 44ppm, but not for me.

Try an Aquarium Pharmaceuticals Nitrate Test Kit.
If you go to your LFS to pick up another kit, take a sample of tank water and a sample of aged (let it sit on the kitchen counter, open for 3 hours) tap water with you and have them test both tank and tap for N and P for you.
