One watt (or more) per litre is where you wanna be aiming, and make sure you're covering the right spectrum, i.e. 10-15000Ks and actinics for moonlight.

Again it depends on what you want to keep. The watts per gallon is just a guideline, not a rule. Especially true when factoring in T5s which are designed to give off greater light with lower watts than a typical flourscent.

High Light Demanding Species: MHs or T5s with individual reflectors

Fish and species that don't use light for "food": any old non UV light

Things in between such as LPS and Softies can get away with a variety of things, best to figure out what you want to keep in the near future and then get the lighting to support it
 
I did the math wrong. The base of my tank is 0.175 sq meters (not 1.75) which means I need 45 W of irradiation (not 450). Now, every bulb I know is rated based on the amount of watts it consumes, not its light output.

I have a Dymax 14 W (MS) blue T5 and a Dymax 14 W 12000K white T5.

Does anyone know how to calculate a bulb's light output in watts?
