Non-submersible water pump?

So, I have some ideas for a very cool betta tank (no more than 10 gallons), but I don't want it cluttered up with equipment. I'd like to use a small canister filter that would be located in a base under the tank, but a water pump would be required for that, and all the small water pumps I can find are submersible. I feel like I must be missing some obvious solution. Can anybody clue me in?
 
how are you defining small?

You are likely not looking in the right places.
 
Why fiddle with DIY when so many options for canister filters exist?

I'd mail order something like an eheim classic 150 or 250 canister for $70-80 shipped. Lots of other make/models are great too.

They're ready to go, proven and pretty cost effective.
