pH isn't a huge deal. Most fish adapt to a majority of conditions.
The only way to remove nitrates is by water change. Most conditioners only remove chlorine, some remove chloramine as well as detoxify ammonia and nitrite also. Even with that it's not a quick fix to cycling as you won't always be around to add the conditioner and it wouldn't be very economical either.
