yes u can! increasing of lowering the ph more than 1.0 will cause shock and kill fish. even less than that can harm inverts. always test it and add appropriately to the directions on the bottle.
I am saying during the cycle of course i whould never try " Trickery " during the established period of course

initially u can but if there is live sand or rock in there it will kill almost all the bacteria and microbes u want...bu to just water sure.
yes, you do have to treat the acutal ammount of water in the tank, and not potential tank volume..so, yes, it is possible..
