Call your local animal control.
They'll either put it down or find a rehab center for it.

never mind...stupid me called the animal cotrol....the guy didn't even bring an towel or blanket...now i have nothing aganst amimal controll but this guy was really unprepaired....said al he could do was despose of it, sad for the sea gull but watching the guy try to wrestle it it to the back of the car was funny, bit him like 10 times.
