Most decent veterinarians will accept wildlife or strays someone drags in, without expecting you to pay for it or follow up on it. If they don't want to deal with it they certainly know what place to send it to. And they have humane ways of treating it or putting it down.

Bird wings can be kinda tricky...lot of stress on those bones during flight, and the bones themselves are hollow.

personally, I would put it down myself. Quick and easy. Grasp the feet in one hand, place the index finger under the beak, and the thumb across the back of the neck. Push that hand away from the hand holding the feet. You are stretching the neck, and rotating the head backwards, which if done with one smooth quick motion, will separate the spinal cord at the base of the skull and cause almost instant death (not counting the nerve reaction which causes flopping of the wings--this is NOT the bird struggling to live...it is just death throes). If you cannot catch the bird, a .22 bullet in the head works quick and easy.

Only thing about killing it, is that I think it is illegal to kill seagulls. And some folks might not agree that killing it was the humane thing, so.....

ah, I see you took care of it already. Good enough. I personally wouldn't want to have to catch a seagull. The end of their beak is pretty sharp. A real fun one to try and handle is a swan! All that neck...you can't control it. You try to hold the wings and the neck reaches around and they get in a good bite. You hold the neck and you get beat high and low by those wings, and man do they bruise!!
 
Sad.. I found a duck with his wing shredded down the the bone, I found him a rehab center, they said they'd had worse and that he'd be fine.

I guess your animal control is better than mine, they won't even come out when they get called, after calling them 5 times, the dog I was calling about died within a week(starving, no shelter, no water, too tight of a collar ect.)
 
its sad now i feel really sad because down here it is 9:26 and i should be in bed...just some wierd feeling woke me up and i was walking nowere and i found myself at the beech listining to it crying so i pulled my pants up(like shorts) and cought it, and now it is sentinced to a certain death.... i feel HORRIBLE, i killed it
