ok betta experts i need some advice.

I feel like this is sorta my fault. I purchased a male betta for my mother about a year and half ago. She was taking car of changing the water. Lately I've noticed that she hasn't. I've asked her a couple times if she plans on changing the water, she said she was going to. Well tonight I told her she could put it in my 29 gallon since I don't have any fish that are agressive and wont nip at it's fins. Well I went to look at the betta and couldn't find it. So I found it laying under the heater that is used. I thought it was dead initially but after touching it, he started to move. His cuadual fin has rotted and he looks pretty bad, and his pectoral fins were clamped So I Changed all the water since it was probably an ammonia waste pool. Is there anything else that i should do? id put it in the 29 gallon with all that wonderful clean water, and let the heat and cleanliness take care of it. if it gets worse, add salt. if it gets worse, add bettafix...watch it with the dosage on the latter, though..it is SO easy to overdose and kill the fish. their labyrinth organ makes them very sensitive to the stuff
 
I probably will end up doing that. I was just worried that he is so weak, the stress of putting him in a new enviroment might do him in.
