I need some cute plants that needs low light, that I can plant in the substrate(no floating plants), and little to no care (like fertilizers or co2, beginners stuff mainly.
NOW WHAT DO I NEED, COME OUT PLANT PEOPLE I KNOW YOUR THERE!!

Things that have done for me:

Pennywort
Anacharis (can root loosly)
Hornwort (need to use weights to keep it down)
Amazon Sword (might need more light, depending on your setup)
Most Anubias and Crypts will work well.

How much light do you have? If you have a flourescent light, look at one of the ends and it will tell you a series of numbers and letters. Just post the letters and numbers in the exact order and we'll tell you if the light is strong enough to grow Pennywort.
 
Wisteria is another good starter plant, it's hard to kill from my experience
 
I'm not clear on your tank size but 15 watts is very low for any tank larger than 10 gallon. Since you do not want floaters or moss you could do a search on anubias and java fern. Even they may not do well if you have a tank larger than 20 gallons.
 
All the tanks in her sig are 20 gall or bigger. If it's one of the 20s, we're looking at veryn low light plants like Amazon swords (doesn't actually die in low light IME), Java Fern and crypts; if it's one of the bigger ones, then nothing is likely to grow.
