Ok to use Laterite with sand?

You shouldn't have a problem. I used gravel first and added laterite like your link spread out like the lines on a football field, then added sand on top off it all. Just make sure you wash the sand first so it has the consistancy of beach sand. Thick and heavy with water. This will wash out the really small parts and compact the sand. Use a measuing cup or something similar and put it in over the laterite. Using tablet and liquid ferts, this is the first time in my life I havent had plants die quickly and they are actually thriving and need regular trimming. Good luck with it. Let us know how things go.

I used sand over Fluorite which is kind of similar to the product you linked...the slopes in my tank have now settled down after about three months, but mostly the Fluorite is still underneath the sand...this can be a long term problem though so I am waiting to see if I have any problems. I second the suggestion to rinse the sand, I rinsed mine for two days and didn't have any problems with cloudy water.
