today i look at my oscar and one of his eyes seems all foggy i dont know whats wrong with it he seems fine can you guys let me know what can be the problem

The first thing that comes to mind is Cloudy Eye. It's usually a bacterial infection that comes as the result of poor water quality.

What is your tank size? How long has it been running? What are the other inhabitants? Ammonia/nitrite/nitrate levels?

my nitrate and nitrite are at 0 and its a 55 gallon ive had this tank for about a month now and also my water is still cloudy as well how can i cure this

have you got any ammonia in their? If there are no nitrites, I am willing to bet there will be ammonia. Both nitrites and ammonia are very toxic to fish and can lead to all kinds of illnesses, due to a depressed immune system. I would recommend reading this article on cycling your tank http://www.aquariacentral.com/forums/showthread.php?t=84598
You want to focus on the "Fishy Cycling" method, or #3, as that is what you're currently experiencing.

I'm hoping that by doing frequent water changes (I'm talking daily or even twice daily), that the clean water will allow your fish to naturally fight the infection. And the cloudiness in the eyes will go away without the need for medications.

The cloudy water is probably a bacterial bloom. Those are the good nitrifying bacteria (hopefully) that are trying to find a surface to settle on. They will end up mostly in your gravel or filter sponge, basically any well-oxygenated high surface area object.

Good luck, please let us know if you need clarification on cycling, test results, or anything else.

cloudy eyes in fish can have many causes including velvet, Ich, fish tuberculosis, corneal edema, cataracts, nutritional deficiency, bacterial infections, fungus, or on rare occasions digenetic flukes such as Diplostomum. trauma and hereditary factors can also be causative.

in the vast majority of cases however, water quality is the issue so get your water insto pristine condition and you may find this problem resolve on its own.
