Overstocked on corals???

Assuming you have decent lighting both the rusty and the monti (assume you mean orange monti cap) should be ok.

The rusty is a photosynthetic gorg but it will grow very big and very tall fairly quick so it will be out of the water in a 20L in no time :).

Think I would strive for weekly WC's on that tank. ~3 gallons a week will probably serve you well.
 
Right now I top off 2-3 times a week (this skimmer is killing me on evap!), and change out 2-3 gallons a week. Once I get the corals in place I may even add another wc each week, depending on the test results. Rather be safe than sorry.
As for the gorgonian, when you say it'll come out of the water, is that bad or can I let it do that?? I'm assuming if it's bad that I can just trim the tops off of it and try to frag them?

ETA: The guy I am getting these from said the gorg. and monti should do well with my lighting, so I hope he's right! :) It's 96 watts total, 2x 12000k and 2x blue actinics.

Assume that's a power compact fixture? Since your tank is so shallow it should be fine. Monti caps can bleach from too much light. Start them low and move them up as needed.
 
Yep, it's T5 HO lighting... if that makes a difference. :)
