My paradies fish I have in my 10 the tnak is fully cycled and I feed him blackworms as a diet he loves em is there anything I can do to make him "come out"

How long has the fish been in there? All fish need some time to get used to their new surroundings, as well as used to the activity around the tank. I know my fish at work are shy on Monday, but by Wednesday they're used to the room lights being on and people wandering through, so are very social. If this is an unplanted tank, try leaving the plants off for a few days and see if that helps. If it's planted, add some floating plants or large leaved plants, to provide some shaded areas in the front part of the tank.
My male's in a drum-shaped clear glass salad bowl, almost 10in. across and almost 5 in. high, filled almost to the brim, with a clear glass dinner plate for a lid. He comes around to challenge any movement near his bowl, which is stuffed with small bits of dwarf Anubias Barteri, young plantlets of the delicate form of Java Fern, shreds of Java Moss, and even some duckweed. He snakes around everywhere through his weedy swamp, and flares at the female in the square water jug next to him. She has a shred of Bolbitis fern attached to a bit of pumice rock, more Java Moss and a young Java Fern in her place,
There are hardly enough gravel grains mixed with some crushed coral (my water's very soft) barely to cover the bottom. No heater *temps drop to the low 60s at night). No filter.No light (daylight from a window three feet away) No ammonia (the plants suck it up). No nitrate to speak of (plants get the N instead of nitrifying bacteria). A few Red-rimmed Melania snails.
I change 50% of the water every ten days or so. It's always crystal clear. Very little algae at this time of year.

He's been in there for about 1-2 weeks. Im thinking about getting a flouresent lighting and place over it and place some java moss java fern some other plant? Im not sure tho. He/She is not active at all every time I walk by it it goes nuts and flips out and hits itself on the bottom

.My drum bowl is close to a window. But a 10-gallon on a desk is easily lit with an adjustable desk lamp, on that can be positioned over the tank to shine down. Now there are even screw-in fluorescent bulbs-- much brighter for the watts. I have a set up like that on my desk with Java Fern and wood and Cryptocorynes with Black Ruby Barbs, Green Tiger Barbs and a pair of Botia modesta that don't come out till 11p.m. but party all night.
