NTLDR helps load windows.

Sounds like you reformatted, but your still trying to boot from the hard drive, instead of from the windows cd.

has my vote too, the drive's blank, but the MBR wasn't touched, so your PC is booting from the hard drive and expecting windows to still be installed.

check the BIOS for the boot order, makes sure the CD (Or floppy if so inclined) is before the Hard drive.
 
possibly the CD itself isn't bootable ? or at least booting.

Assuming you have a working floppy drive, try creating a boot disk or set of boot disks and seeing if that helps.

I know it's possible to install XP booting from a windows98 boot disk, rather than creating the 6 disk set, I just don't have my install CD to hand to know exactly what program to run from the CD in order to do so.
