I was wondering could I keep a peacock in my tank (listed below)? I am going to try to take back my pleco and trade it for a peacock eel if they will let me at my local Wal-Mart. Are there any pros or cons to getting one?

Different needs. A 29 gallon is a high model with the same footprint as a 20 gallon long. A 30 gallon is a low model with the same form as a 20 gallon long.
I'm not really into posting negative comments as I don't think it's helpful to people. BUT... without trying to be negative;
I think a 29/30g is still going to be just a growing on tank for this fish- 40g is more suitable in my opinion. Glass cats are also REALLY social fish that do best in groups of 8+- isolated individuals tend to be skittish or just fade away.
If you only have room for a 29/30 gal tank then take back the pleco this tank will not be big enough for a common pleco and don't bother about getting the eel same reason.
