I just did a 40% PWC.
After fill the tank back up, all of a sudden my plants let of these streams of little air bubbles...
I think it called pearling..
It looked kool... :D

I know pearling is cause when the plants are in good shape..
My question is why after water change...
What do I need to do to have them pearl all the time..

Set up
72 gal with 1.3 watts/gal NO light... NO CO2

I doubt it was pearling, I bet it was from all the microbubbles sticking to the plants, mine do it to after waterchanges. You will more than likely have to have 2.5+ wpg and C02 injection before you see real pearling.
 
How often do plants pearl?

If you have at least 2.5 wpg and CO2, will they be continuously pearling?
 
Basically anytime they are consuming C02 they are producing 02 so if you get them going good enough, lighting c02 and ferts, then they will pearl all day.

AFAIK, what you experienced wasn't pearling - my plants also release gasses after large water changes. I can't articulate it (I'll look it up and see if I can find the website I read before), I read about it some time ago. It's to do with gasses under pressure in the tap water - it can cause gas bubbles inside your fish as well (which can kill them), and occurs more often during the winter.
You'll see pearling a few hours after the lights are turned on when plants have enough lights, ferts and CO2. It occurs when the water has become saturated with O2 - plants produce oxygen as a byproduct of photosynthesis, and when enough is produced to saturate the water, you see extra as bubbles collecting on and rising off the leaves. I've watched O2 bubbles travel along the veins of my Amazon sword, it's fascinating (to me) to watch them pearl :)
