(ps-none of my tanks have ever smelled like this. could it be the black colored rocks that are in there??before i put them in there i rinced them out many many time with water)

exactly how much "aqua pluss tap water conditioner" did you add to the tank?

we went through the same thing after we got a tank that was running for a long time .. we did dump out most of the water to transport it as there was still fish in it it was a 37g XH that did have a undergravel filter that wasnt running and just a hang on the back filter .. we ended up pulling the UGF and changeing the gravel and after a few days we got that same smell .. dont know what caused it .. but it still had alot of the good water.. alls we did was a few wter changes and it got rid of it after about a week .. and we had our Red Devil in it and he survived .. didnt have a test kits so dont know the water peramiters...
so i would do a couple of water changes and see if it gets rid of the smell

Do a test for ammonia, nitrite, and nitrate and see if that indicates a problem.

I'd probably do an immediate 50% water change if I smelled ammonia that strong.

Edit: since this is a new tank, you are going through the cycling process. It is normal and won't stay like that.

If he has added nothing but water conditioner, where is the ammonia coming from? Is it possible to have so much chloramine in the water that when the Aqua Safe released the chlorine+ammonia bond it would smell that strongly?
 
I have a dehumidifier in my partial basement. Rather than empty it daily, I let it drain into a garbage can. When first used (garbage can was new) the water had ammonia about 1.0. Had intended to use the water to supplement distilled water changes but with that contamination it was out of the question. Never did find a source of the amonia.
