Persistant Fungal infection. What to do next?

this is exactly what my black phantom tetras have now. they still have ich though but i pou in 2 tsp per gal and now its just a waiting process for it 2 die off but i would also know how(or if) this is curable

if it is cotton fungus (columnaris) I would suggest treatment with metronidazole + acriflavine (Parasite Clear from Jungle Labs) and nitrofurazone (a components in Fungus Eliminator from Jungle Labs). Don't forget to take the carbon out of the filter. It may take a couple of weeks to clear up...
Potassium permanganate dip would help but this should be used only as a last resort because it will kill fish for sure if administered incorrectly.
Betadine... Hmm, I don't think it's effective against fungus. It's usually used as an antibacterial wash.
