In my past experiences Petsmart around here keeps their fish in relative good shape. They tend not to sell exotic animals or plants anymore as much as they used to because other specialty shops do it better. They'll take your fish back for no reason as long as you have the corpse.

i dont like the petsmart near me but the petco around the corner from my house has a fish specialist who i have designated my fish guy, he really knows his stuff!!!! and they have similar sales which i have no problem with because i know the fish are taken care of.
I picked up 6 Harlie's, 6 Glowlight Tetras and an Albino Cory Cat.... not bad for $1 each.
I know Petsmart doesn't have $1 Neon Tetras but Petco has a 5 for $5 sale which includes Neon Tetras and Black Neon Tetras.

I thought regular price were a Buck for most tetra/platies/rasboras. Even small albino corys.

I've never seen anything under a dollar at any store (big box stores included) save feeders. A lot depends on the area though.

I feel special, my lfs regularly has neons, harlequins, white mountain minnows, etc. for ~60 cents
Do they do these sales often?

On this note, my LFS sells teeny tiny neons for 29 cents. I've never bought them though.
