planning on getting betta

I prefer fishless cycling. Do a search here or on google.com for fishless cycling. Once you digest a bit of that, come back and ask any further questions you have and someone will be happy to help ya out :)

Just a point--sponge filters are colonized by the same bacteria as other filter media, so will 'process' ammonia just fine.

Make sure that the divider extends well above the water line--bettas are very good jumpers.

Ok, I read more about fishless cycling and I plan to use pure ammonia to do it. I've been getting contradictory comments on when to put live plants in, so I'm thinking I'll wait until after it cycles.

Also, when is it safe to clean a filter after cycling? Shpuln't the carbon atleast be changed somtime after if I use a power filter?

You don't even need carbon at all, I don't put it in my filters anymore and haven't for years. I clean my filters about once a month in old tank water. Just swish them around in there to get the gunk off them. Contrary to what the instructions will tell you, they do NOT need to be replaced monthly. I don't replace them until they are literally falling apart, maybe once a year or so.
