how many plants can i get away with in my 180 without adding a c02 system
 
It's not the number of plants so much as the intensity of the light. If you are doing low light I believe you could just make sure you have adequate water movement to ensure CO2 doesn't fall below ambient levels.
 
i want to use 2 10,000k aquasun n 2 6,500k bulbs

i also have a 48" bubble wand on the back wall
 
plants will use co2, a bubble wand isnt going to do much.

i think you can do a good low light system, some plants include java fern, anuibas, vallisneria, java moss, and many many more!
 
4x40 watts? You should not need to add anymore Co2 than what is available in the tank.

what plants are you trying to grow? You have pretty low lighting if its a total of 160w.

Depth might also become an issue...does the light reach the bottom of the tank
 
You can also do away with the bubble wand. That will gas out any co2 that is in the tank. That said, you don't really need the co2, though you might need a little more light.

Aeration will outgas CO2 when levels are above ambient atmospheric levels in the tank. If CO2 levels are below ambient levels then aeration will actually increase CO2 content in the water. I've never been sold on the idea that fish and bacterial respiration add any real benefit to a planted tank.
