plants turning brown

what is the kelvin rating? if it's a stock style light fixture bulb with say a K rating under 5k, then you will want a bulb more suited for plants in th 6700k range..otherwise you'll get what your experiencing.

also thats not much light for plants in a 20 gal.
 
If you get a new bulb you will still have only 18 watts of lighting over a 20 gallon tank. That is fine for a low tech tank with low light plants but the one you are having problems with really need better lighting, CO2, and ferts if it is to do well.
