Please help me understand the wet/dry filter.

OK, so I know that water goes through the overflow box/drilled holes in the tank and into the prefilter. It then is sprayed or dripped into the bio-balls or other bio material in the bio tower. Then, it goes to the sump, which is what I don't understand. So the water in the sump is pumped back into the tank. Wouldn't it be pretty much impossible to get the waterflow going into the filter and the waterflow going out of the sump exactly the same? Even the slightest difference would cause problems a week or two down the road. Is the filter in the sump able to run dry part of the time? It seems to me that would be loud/cause problems with the filter. Can anyone ease my confusion?
 
The water goes into the wet/dry by gravity through your overflows. It should always even out.

The only past problems I had with wet/dry filters is when I used media (floss) in the media tray. It couldn't keep up with the high water flow and constantly overflowed. I stopped putting media there (for other reasons as well) and there were no more problems.

The other one that I still have has never had a problem, but then again the flow isn't has powerful as the one that used to overflow. Hehe, hope I didn't confuse you- it's late.

To reiterate, the overflowing had nothing to do with the size pump, just the fact if I had media in the tray or not.
