Generally speaking,puffers do best as singletons or as a species only tank. Puffers tend to be fin nippers and aggressive and one day may decide to take a bite out of a tankmate.
Probably not. Puffers are nippy and territorial. FYI, if its a common pleco they will reach abour 16 inches in length, are very messy and need a 75 gallon tank, minimum.
