I would say a Clown Plec would be OK. They get about 3-4 inches. Even at this size a 15 gallon may be a little small, but with good filtration you may be OK. Make sure you have some driftwood as they are a wood eating species.

bristlenose/bushynose (Ive seen them labeled as both) plecos would work...otos, though not plecos, also would be fine

if the tank is well established(plenty of algae), the otocinclus will be fine.

Either a clown or a bushynose would do. A clown might not clean very well, though. Bushynose will probably get bigger in the long run, but if you buy it small, it would probably take several years. The biggest bushynose I've ever had is the one I have now, and is about 4" (he's in a 55). I have two baby bushynoses in small tanks, cleaning away constantly. 2 small clowns in a 20 and another in a 10 and they don't do too much.
Tha'ts quite a lot of "bottom dwellers" for that size tank.
I'd say choose between corys OR loaches. Even adding rams may be too much with the otos and corys/loaches but it'll probably work, but that would have to be it.

I'd personally go with idea #2, as rams in general really aren't suited to anything less than a 20g.
