im more than willing to bet it has something to do with the tank being to small but my 100 isnt fully set up yet one of my parrots isnt breething out of his right and his left looks like its overworking and swollen up i already dosed the tank with noc ick or w/e its called to kill any parasites i was just wondering if anyone knew any suggestions and should i try putting a powerhead in there sucking up air to get some oxygination

Yes, space may be the issue, but not directly. Make sure your filters can handle the oscar (VERY messy -high ammonia-) as well as that many blood parrots. There's nothing wrong with setting up a small tank for 1 or two of them.
