Ok, I have several hundred (possibly thousands) of copepods in our 30G FOWLR and 20G long refugium - just on the glass. We also have isopods too, now that I have identified them.
I know that a Mandarin is best NOT to go here because of lack of pods and that they do not eat prepared foods. Now if there is a constant supply of pods via the refugium (which there is as our firefish likes to hang out by the spray bar and eat them coming though), what is the likely hood of success (this is also asking for Blennies too as they are similar I have read in their needs).
The refugium has LR, LS, Cheato Algae in two bunches, and a 40W light on a reverse schedule.
Of course water would have to be perfect (NH3=0, NO2=0, NO3=5-10, PO4=0, Cu=0) to get either a Mandarin or Blenny.
